to identify a high proportion of account holders or applicants for business who exhibit the characteristics which indicate that they would be willing to abuse the relationship with the financial institution;

to do this without reference to:

name
colour
race
religion
place of origin
place of residence
transaction history

using easy to collect data;

to process that data quickly and easily;

to provide the processing facility for the institution, without recourse to outside processing;

to produce a Risk Value in a simple-to-understand format;

at a price that could be afforded by financial services businesses in developing countries;

to work "out of the box" and produce results immediately;

no or minimal user training
